Eugene Carlat moved with his parents from Evans to Dole, Jura, France, c. 1840, and with them to Texas c. 1842, and thence onto Carondelet, MO in 1843. Preceded by his brother, John B., he moved to Muscatine, IA c. 1854. Thence he moved to Port Louisa, Iowa where he established a dry goods store. In 1867, he and his brother moved to Kansas City (then the City of Kansas, Missouri) where Eugene opened a livery, feed and sales stable with his younger brother, Charles, as foreman. By 1873 he had acquired an interest in an undertaking establishment as a sideline to his livery business. Both businesses were carried on until 1902. In 1886 he also went into the retail shoe business with several stores in Kansas City. He was also a founder and director of the Missouri Bank and Trust

'The arrest of the undertakers for failure to comply with the burial permit ordinance is still the cause of much talk and amusement around police headquarters. CARLAT, the third and last triumvirate, was arrested yesterday. This morning the cases were called before Judge FINNEY, but at the request of defendants were continued until Tuesday next, when they will probably be tried by jury. The undertakers are still very [wroth] , and say they will fight the thing to the bitter end. They say they have done everything in their power to comply with the law, and also claim that the ordinance is not directed against them, but is meant for the benefit of the doctors. There was a lively scene in the court this morning, all parties to the case being rather testy and not at all inclined to be agreeable to the opposing side. KING said he was going to fight the thing and make the undertakers come in time. The undertakers then served notice on KING that they had entered into solemn compact that, when KING is called to his fathers, or his mothers or his sisters or his brothers, or called to any of the rest of his relatives , they would not bury him, but would let him remain above ground, so that he would neither get over or under the turf. This announcement caused a stir, and although KING paled a little he didn't shrink from his duty. Chief SPEERS, fearing that in the case of KING's death this dire threat would be carried out, at once set about devising some relief for the community and finally announced that he had [hit] it. He said he had his eye on an old elm tree near the hospital and he would have KING buried after the manner of Sioux braves, that is, wrap his corpse in a buffalo or deer skin, erect a platform in the forks of a tree and place his body on it along with a bow and arrow, some meat and a bottle of whiskey to last him on his journey to the happy hunting grounds. This didn't exactly suit KING, so it was decided to transform the canon stove in the calaboose into a crematory in case KING should be called to his eternal home. This suited KING and he went on his way rejoicing. Chief SPEERS says the enforcement of this ordinance is absolutely necessary in order to detect murder, especially of a secret character.'
